Canada invites 3,900 candidates to apply for permanent residence in latest Express Entry draw on October 2

Immigration, Refugees and Citizenship Canada (IRCC) invited 3,900 new candidates to apply for Canadian permanent residence in a new Express Entry draw held on October 2.

The Comprehensive Ranking System (CRS) cut-off threshold in this invitation round was 464, which is two points higher than the minimum score in the previous draw held on September 18.

The October 2 invitation round was the largest since January. The last time IRCC invited 3,900 Express Entry candidates to apply for Canadian permanent residence was on January 23, 2019.

Express Entry is a selection system for Canadian immigration, designed to select skilled workers for immigration to Canada. It manages applications for permanent residence under these federal economic immigration programs: the Federal Skilled Worker (FSW), the Federal Skilled Trades Program (FSTP) and the Canadian Experience Class (CEC).

Eligible candidates enter the Express Entry pool and are issued a CRS score based on their age, education, skilled work experience and proficiency in English or French, among other factors.

The highest-ranked candidates are then invited to apply for Canadian permanent residence through regular draws from the pool.

A tie-break rule was applied by IRCC in the October 2 draw and the time stamp used was September 20, 2019, at 15:05:04 UTC. This means that all candidates with a CRS score of and above 464, who had entered their profile in the Express Entry pool before this date and time, received an Invitation to Apply (ITA) in this invitation round.

With Canada’s high admissions targets for the three immigration programs managed by Express Entry system and its Provincial Nominee Program, there are possibilities that IRCC will exceed its single-year ITA record of 89,800 that was set in 2018.

Candidates who received an ITA in October 2 draw, now have 60 days to submit their complete Canadian permanent residence application to the Government of Canada.
